"I saw a group of juveniles attacking another young person. Then I heard the gunshots," Aguilar recounted to CBS News.
Delaware Avenue and Robinwood Avenue are under investigation, as police search for the perpetrators. A map from the festival’s website indicates that the music and food zones were located at the intersection of these streets. Online videos reportedly show two individuals being transported on stretchers and others lying injured near a marquee.

Toledo Deputy Police Chief Joe Heffernan stated that the incident involved two individuals firing weapons, likely at each other. Lt Dan Gerken, a police officer, expressed astonishment at the level of violence, calling it "the most I've been to a scene." He emphasized that the event was far more severe than typical occurrences, despite his experience with numerous incidents.
"Twelve people being shot, that's the most I've been to a scene. I've been to a lot of scenes, but this is way over the top," Gerken said.
Mayor Wade Kapszukiewicz reassured the public that all victims were expected to survive, though the situation has left the community shaken. The Old West End Festival, which celebrates Toledo’s historic district with live music, food markets, and other activities, has been a cherished annual event for years.

Heffernan added that the attack was a regrettable disruption of a community-focused celebration. Ohio Governor Mike DeWine took to social media to express concern, stating that summer festivals should serve as safe spaces for families. He praised law enforcement for their efforts and conveyed hope that the suspects would be identified soon.
"Summer festivals should be safe spaces for families to spend time together without fear of violence. Fran and I are praying for everyone impacted by this senseless crime," DeWine wrote in a statement.
