London Sex Offender Convicted of Double Murder and Rape After Police Failings

Ninoda.com – A serial sex offender currently under Metropolitan Police supervision has been convicted of killing two women and assaulting a third in the capital. Simon Levy, aged 40, murdered Carmenza Valencia-Trujillo in March 2025 before killing Sheryl Wilkins, 39, five months later. The attacks occurred in the same Tottenham car park where Wilkins’ body was discovered.

The Victims and the Crimes

Levy also raped a third woman in January 2025, prior to the homicides. All three victims were vulnerable women engaged in street sex work to support their drug dependencies. During proceedings at the Old Bailey, the jury learned that Levy maintained a record of convictions for assaults on women stretching back to July 2018, including an incident involving a prison officer in 2022.

Although Levy chose not to testify, he entered not guilty pleas to two murder charges, two counts of rape, grievous bodily harm with intent, and non-fatal suffocation directed at the surviving victim. After deliberating for 13 hours under a majority direction, jurors returned guilty verdicts on all charges.

Police and Prosecution Failings Acknowledged

The Metropolitan Police, British Transport Police, and Crown Prosecution Service have each conceded shortcomings in their handling of Levy, who remained on bail while his assaults intensified to the point of double murder.

The fact that Levy was able to inflict such devastating harm after being freed by police and the courts is deeply concerning. It raises serious questions that require urgent answers.

Crime and Policing Minister Sarah Jones emphasized that identifying these failures is essential to prevent recurrence. The Met acknowledged to the BBC that Wilkins’ death might have been preventable had there not been several critical errors in managing Levy’s case.

Notably, the Metropolitan Police did not classify Valencia-Trujillo’s death as a murder initially, even though Levy was arrested shortly after and his DNA was discovered on her body. This classification only changed following Levy’s second killing.

Additional Convictions and Ongoing Investigations

In February, Levy received convictions for sexually assaulting ten women across London’s underground and rail network, alongside a female prison officer at HMP Brixton. Those details are now publicly reportable for the first time.

Simon Levy is a dangerous and predatory offender. His crimes were calculated, cruel and deeply disturbing. Throughout the trial, he has shown complete disregard for the victims and victim-survivor, despite being fully aware of the lasting and devastating impact of his actions.

Det Ch Insp Neil John from the Met characterized the investigation as complex yet maintained that his team demonstrated unwavering professionalism. Two Metropolitan officers face scrutiny from the Independent Office of Police Conduct regarding their August 2024 decision to reclassify Levy from high-risk to medium-risk status. A police constable received a gross misconduct notice while a detective sergeant was issued a misconduct notice.

The IOPC is examining Levy’s management from his initial conviction in September 2021 through to his arrest in September 2025. Investigators are assessing whether interventions could have prevented further offenses and whether all personnel adhered to established protocols.

It is clear that opportunities to expedite the investigation were missed and we have amended our procedures to address these issues to ensure that repeat offenders are dealt with expeditiously, and that linked offences are prioritised more effectively.

BTP Assistant Chief Constable Charlie Doyle confirmed that two officers have been reassigned due to incompetence in case handling. He also suggested additional victims of Levy may exist and urged them to contact authorities.

Lisa Ramsarran, chief crown prosecutor for the CPS, stated that their actions did not meet the expectations of victims and families.
